Building on the policy foundation, Who Pays What for Urban Mobility? also looks at how cities can keep mobility systems financially sustainable over time—by strengthening resources and improving efficiency.
Volume II focuses on practical approaches to increase available funding and reduce unnecessary financial pressure. It explores ways to mobilise a wider range of mechanisms, improve revenue strategies, and optimise investment and operational needs so that public spending delivers greater impact. The goal is to help cities do more with what they have, while staying aligned with long-term sustainable mobility objectives.
