MobiliseYourCity Emissions Calculator and the MRV Framework

The MobiliseYourCity Emissions Calculator is an ex ante scenario modelling tool that supports cities and countries to project the greenhouse gas (GHG) impact of their Sustainable Urban Mobility Plans (SUMPs) or National Urban Mobility Policies and Investment Programmes (NUMPs). It was designed for the quantification and monitoring of a package of mitigation actions according to the ASIF methodology (ASIF stands for Activity, Structure, Intensity and Fuels)

The MobiliseYourCity approach to monitoring and reporting proposes that participating cities track the development of transport-related GHG emissions (CO2, CH4 and N2O) at city level rather than per measure. The Sustainable Urban Mobility Plans developed under MobiliseYourCity form packages of measures that interact with each other; an urban transport GHG inventory approach therefore captures the effect of the whole package rather than monitoring single measures.

Tool for emissions scenario modelling

The Emissions Calculator remains our most popular and widely used tool. It has helped more than 50 cities and countries to assess GHG emissions of urban transport by providing a ready-to-use spreadsheet that allows the calculation of an inventory, a Business-As-Usual (BAU) scenario, and climate scenarios. 
The tool provides data on the calculated transport demand, energy consumption and GHG emissions. 

Guidelines for GHG scenario modelling

MobiliseYourCity has developed a methodology to monitor, report and verify GHG emission reductions for urban mobility. The methodology encompasses ex-ante, ex-post, and periodic monitoring of GHG emissions associated with the development and implementation of SUMPs and NUMPs. 
In turn, the Partnership has made available a full manual of the MobiliseYourCity Emissions Calculator to help practitioners implement the tool in real-life cases.

Case studies

The case studies on the use of the MobiliseYourCity Emissions Calculator present the practicalities of the implementation of the tool, including the input data, data management and adaptation, and the elaboration of the GHG inventories and scenarios, especially when developing SUMPs and NUMPs.
