The objectives include:

Equitable mobility: Ensure access for all people, regardless of gender, age, ethnicity or status, to a mobility and transport system that meets their needs and connects them to opportunities for employment, education, recreation and development in order to combat the social inequalities that the majority of the population faces in the exercise of their rights.


Healthy mobility: Improve the health of citizens by reducing harmful transport-related emissions such as noise and particulate matter, as well as providing optimal conditions for the exercise of active mobility.
Safe mobility: Ensure a safe mobility system that prioritises people's lives, reducing the likelihood, number of fatalities and serious injuries in the event of a traffic incident.


Resilient mobility: Contribute to the adaptation of the metropolis in the face of the diversity of challenges that vulnerate its future such as the climate crisis, population increase, migration to cities and future health and environmental contingencies, among others.


Efficient mobility: Efficient mobility of people and the distribution of goods, seeking to ensure that the movements carried out in the metropolis make better use of energy and road infrastructure.
