The second document proposes a diagnostic framework, based on six major questions that place the analysis of the actors, their strengths and weaknesses and their motivations at the heart of the diagnosis, in order to identify realistic levers for reforming this sector.
The toolkit has been developed in collaboration with our African Community of Practice and our partners Agence Française de Développement and CODATU.
