MobiliseYourCity

MobiliseYourCity is a global partnership that supports cities and countries in developing and emerging economies to go from sustainable urban mobility plans to concrete actions for green, inclusive and competitive cities. With over €30 billion in urban mobility investments identified and €4.4 billion in financing leveraged, MobiliseYourCity crucially bridges the gap between planning and investment.

Backed by more than €120 million in grants from the EU, France and Germany, MobiliseYourCity plays a catalytic role in mobilising domestic and international finance. As of December 2025, we reached 82 member cities representing 172 million people and 16 member countries. With 75 projects across 38 countries, the Partnership primarily supports mobility planning as a pathway to project implementation, helping de-risk early-stage urban mobility investments. MobiliseYourCity’s planning approach is adapted from the EU SUMP methodology for the Global South context.

MobiliseYourCity provides a platform for aligning planning, project preparation, and financing around coherent mobility pipelines. By using SUMPs as common reference frameworks, MobiliseYourCity helps reduce fragmentation, strengthen partner coordination, and translate global priorities, including the Paris Agreement, the SDGs, Nationally Determined Contributions, the United Nations Decade of Sustainable Transport, and the EU Global Gateway into concrete, country-owned investment opportunities.

Role
Overview

The Deputy Head of Secretariat & Partnerships Manager plays a pivotal role in the MobiliseYourCity Secretariat, combining strategic partnership development and advocacy with a deputy leadership function. The role ensures the Secretariat delivers high-quality services to its members and partners, drives the visibility and influence of the Partnership, and supports the overall management of the Secretariat team.

As Deputy Head of Secretariat, the role-holder contributes to the strategic direction of the Partnership, including funding development and the operationalisation of the Partnership strategy.

The role combines strategic partnership development, advocacy, communications, and deputy leadership within the MobiliseYourCity Secretariat.

Key Responsibilities

Partner Relations
& Member Services

  • Maintain regular contact with existing partners and ensure the Secretariat delivers the services they require:
    • Prepare Steering Committee meetings;
    • Identify synergies and collaboration opportunities with partners;
    • Provide regular updates and progress reports to donors.
  • Identify and engage potential new partners.
  • Support fundraising efforts of the Secretariat in collaboration with the Head of Secretariat.
  • Connect member cities and countries to relevant services, funding opportunities, and events provided by organisations active in sustainable transport and urban development, particularly MobiliseYourCity partners.

Advocacy,
Communications
& Events

  • Lead the development and implementation of MobiliseYourCity’s advocacy strategy, with a focus on:
    • Communicating local results to influence the international agenda;
    • Increasing the visibility of MobiliseYourCity members and their achievements;
    • Ensuring the quality and consistency of communications products published by partners.
  • Organise Partnership events, including content development, logistics, budgeting, and sub-contractor management, together with the rest of the team.
  • Represent the Partnership at external events and help identify and promote MobiliseYourCity champions.
  • Oversee the strategic quality of communications work across the team.

Team Leadership
& Deputy
Coordination

  • Act as Deputy Head of Secretariat: replace the Head of Secretariat when needed and contribute to overall team coordination and workplan delivery.
  • Exercise a formal management role for the CODATU staff in the team, composed of three staff members and one intern.
  • Contribute to the development and operationalisation of the overall Partnership strategy.
  • Ensure the successful implementation of the CODATU/AFD convention.
  • Support the day-to-day operations of the Secretariat office, including coordination of internal processes, administrative follow-up, and effective collaboration across the team and with external service providers.

Candidate Profile

Experience
& Qualifications

  • Master’s degree or equivalent in urban planning, transport policy, international development, environmental studies, or a related field.
  • At least 10 years of relevant professional experience in partnership management, advocacy, or international project coordination.
  • Experience working in or with international organisations, development cooperation, or urban/transport policy environments.
  • Proven track record in stakeholder engagement, donor relations, and strategic communications.
  • Experience managing team members.
  • Good knowledge of sustainable urban mobility, transport policy, or related fields.

Skills
& Competencies

  • Strong relationship management and diplomatic communication skills.
  • Strategic thinking combined with the ability to manage multiple priorities and deliver results.
  • Excellent written and spoken English; French is a strong asset; other languages are welcome.
  • Comfortable representing the organisation in high-level international settings.
  • Organised, proactive, and able to work both independently and as part of a small, international team.
  • Familiarity with communication tools and digital platforms, including CMS, social media, and newsletter tools.
