Guidelines for the Development of Sustainable Urban Mobility Plans (SUMP) in ASEAN Metropolitan Regions

The Twenty-Seventh ASEAN Transport Ministers (27th ATM) Meeting held on 11 November 2021 has adopted the Phnom Penh Declaration on Sustainable Urban Mobility. The Phnom Penh Declaration highlights the importance of applying the AVOID–SHIFT–IMPROVE approach to practicable and sustainable urban transport system planning, governance, and management, and in particular, the transition to cleaner energy, and, in view of the implementation of this approach, encourages the promotion, development and operationalisation of Sustainable Urban Mobility Plans (SUMP) at national, metropolitan and city levels. This present Guidelines on SUMP provides guidance on the use of collaborative planning tools to deal with design, implementation, financing, and monitoring of complex mobility-related measures and projects in the metropolitan regions in ASEAN.
