This methodological note addresses the challenge of integrating paratransit data into greenhouse gas (GHG) accounting and mitigation efforts. Paratransit, including informal, flexible or semi-formal transport services such as minibuses, shared taxis and moto-taxis, often plays a vital role in urban mobility, especially for underserved populations. Despite its scale and environmental impact, paratransit remains largely invisible in official GHG inventories. This report provides guidance on how to estimate and manage paratransit's emissions more accurately, with the aim of supporting climate planning processes. It outlines the rationale for GHG mitigation in the sector, presents relevant data inputs and MRV (Monitoring, Reporting and Verification) frameworks, explores methods to improve data collection, and offers methodological options to integrate paratransit into emission tracking systems using the MobiliseYourCity GHG calculator.
