Transparency Toolkit

Tracking mitigation actions in the transport sector is a challenge, given the lack of information collection systems in many countries and the large number of small scattered sources (vehicles). However, modelling these sources on the basis of information on motorised vehicles and their activities is a viable approach to address these challenges. Providing guidance on how this can be achieved is the main purpose of this toolkit. A well-designed measurement, reporting and verification (MRV) system can increase the transparency of the impact of mitigation efforts. It enhances and improves transport planning and implementation and provides data and information for reporting requirements under the UNFCCC.

GIZ elaborated this toolkit, which provides guidance for the development of comprehensive and consistent national systems for the MRV of transport-related emissions. It provides practitioners with insights into a number of existing tools and methodologies designed to quantify GHG emissions for different types of mitigation measures, including practical guidance and detailed case studies.
