In this paper, a proactive, integrated, long-term, and agile planning approach to urban development is explored. Looking at urbanisation trends and urban development across emerging and developing economies, this report showcases lessons and good practices to capitalize on opportunities for making cities more livable.

Four regional development banks who operate in the respective regions jointly realised this project: the African Development Bank (AfDB), the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), and the Inter-American Development Bank (IDB) contributed to the paper.
