By structuring investment-ready mobility pipelines, SUMPs and NUMPs have helped MobiliseYourCity member cities and countries leverage EUR 4.4 billion for implementation while identifying over EUR 30 billion in sustainable urban mobility investment needs.

Evolution of leveraged finance

MobiliseYourCity tracks how much finance has been mobilised as a direct result of SUMPs and NUMPs. By 2025, 16 cities and 10 countries had leveraged around EUR 4.4 billion for implementation, with EUR 2.7 billion secured in 2025 alone. This growth reflects the increasing maturity of completed plans and policies as more cities and countries move from planning to implementation.

Leveraged finance is primarily directed toward public transport infrastructure, including BRT systems, metro lines, bus networks, tramways, cable cars, stations, hubs, depots and rolling stock.

    Investment needs

    SUMPs and NUMPs help cities and countries identify priority projects, estimate their costs and organise them into coherent investment pipelines.

    Across 27 city SUMPs and 10 NUMPs analysed, MobiliseYourCity partners have identified approximately EUR 30.3 billion in sustainable urban mobility investment needs.

    Most identified investments relate to public transport infrastructure, including metro lines, BRT corridors, tramways, cable cars, depots and stations. Other investments support walking, cycling, public space improvements and the modernisation of paratransit systems.

    Mobility plans are key in securing financing

    SUMPs and NUMPs provide cities and countries with a clear framework to identify priority investments, estimate costs and communicate coherent mobility strategies to development banks, donors and private financiers.

    Thanks to the technical assistance provided by MobiliseYourCity implementing partners, mobility plans are increasingly moving from strategy to implementation, improving project quality, bankability and readiness for financing.

    From planning to implementation

    MobiliseYourCity is increasingly focusing on implementation support, project preparation and institutional strengthening.

    Through targeted technical assistance, pilot projects and governance support, the Partnership helps cities and countries bridge the gap between approved plans and concrete implementation.

    Supported projects include public transport infrastructure, walking and cycling facilities, paratransit modernisation, logistics improvements and governance reforms.

      Our contribution to the Sustainable Development Goals (SDGs)

      By assisting cities and countries in planning and implementing effective measures to decarbonise urban transport, MobiliseYourCity contributes to the Sustainable Development Goals, the Paris Agreement, the New Urban Agenda and Nationally Determined Contributions.

      SUMPs and NUMPs are governance instruments that improve access to jobs and services, prioritise public transport and active mobility, strengthen social inclusion and reduce greenhouse gas emissions.

      Supporting SUMPs and NUMPs

      MobiliseYourCity has supported the preparation of 33 SUMPs and 11 NUMPs, of which 16 SUMPs and 9 NUMPs are now under implementation.

      The Partnership works across 82 member cities, 16 member countries and 38 countries worldwide, supporting mobility planning as a pathway to implementation.

      As MobiliseYourCity enters its second decade, the Partnership is intensifying its focus on implementation support, investment mobilisation, governance strengthening and project preparation while continuing to develop methodologies and capacity-building activities adapted to rapidly evolving urban contexts.
